APM 2.8 is a third-party revision of the legacy APM 2.x autopilot hardware, based on an ATmega2560-class microcontroller and usually paired with an external GPS and compass. ArduPilot treats APM 2.x as end-of-life and unsupported by current Copter, Plane, and Rover firmware, so only older releases can be used. It is intended for maintaining existing multirotor, plane, or rover systems.
